UK Retail & Hospitality Under Pressure: How Funding Could Be the Lifeline in 2025
Rising costs, tax pressures, and workforce challenges have left the UK retail and hospitality sectors more vulnerable than ever ahead of Rachel Reeves’ 2025 Autumn Budget Announcement. Both industries are still grappling with the effects of last year’s tax rises and wage increases — and the upcoming Budget could be a make-or-break moment.
Recent figures reveal a worrying trend: job vacancies are falling while applications rise, signalling an increasingly competitive environment for workers and deepening financial strain for employers. SMEs and nationwide chains alike are feeling the squeeze.
A Workforce Under Pressure
In September, UKHospitality chair Kate Nicholls revealed that the industry’s workforce had shrunk by 10,000 people in just one month, as businesses avoided keeping on summer staff. She noted:
“Two-thirds of members say they are reducing staff hours and headcount largely due to national insurance, anticipation of further national living wage rises and uncertainty around the Employment Rights Bill.”
The forthcoming Employment Rights Bill — which includes day-one protection against unfair dismissal, a new right to guaranteed hours, and extended statutory sick pay — could hit the hospitality sector hardest, where many employees are on zero-hour or flexible contracts.
As we approach November’s Budget, uncertainty continues to cloud both industries.
Over Half of UK Job Losses in 2025 Came from Hospitality
According to UKHospitality’s analysis of Office for National Statistics (ONS) data, between October 2024 and August 2025, the hospitality industry lost around 89,000 jobs, accounting for 53% of all UK job losses.
The organisation, representing over 123,000 venues, said higher taxes introduced in last year’s Budget have slowed investment and hiring, calling for urgent action to cut business rates and VAT.
The Treasury has pointed to support measures such as:
Cutting licensing costs to encourage more outdoor and al fresco dining
Yet UKHospitality estimates that job losses could reach 100,000 by the time of the next Budget. Nicholls described the figures as “staggering”, adding that:
“A third of businesses are cutting opening hours, one in eight are closing sites, and 60% are reducing staff.”
Many fear 2026 could bring Covid-level business closures and redundancies if costs continue to rise. Part-time and flexible roles are particularly at risk, threatening the sector’s traditional employment model.
Nearly Half of Independent Retailers Report Falling Turnover
The retail sector is facing a similar crisis. Almost half of UK small retailers have reported a decline in sales compared to last year, according to recent industry reports. Around 48% of independent shops have seen turnover fall in the past 12 months — a stark indicator of financial pressure on the UK’s high streets.
Independent retailers cite higher energy bills, reduced consumer spending, and increased employment costs as primary challenges. Without targeted government support, many could struggle to survive the winter trading period.
